What is the energy efficiency observatory?

THE MARKET FOR ENERGY SERVICES COMPANIES

The “ANESE Energy Efficiency Observatory” aims to offer a rigorous and detailed analysis of the Energy Service Companies (ESCO) sector in Spain. Prepared by the National Association of Energy Service Companies (ANESE), this publication has established itself as a benchmark technical tool for monitoring the evolution of the ESCO market and for consulting relevant data on energy efficiency. This edition covers the period from 2015 to 2024.

Since 2016, ANESE has been promoting this study, having published five previous editions to date (2016, 2018, 2021, 2023, and 2024). Over the years, the report has established a solid documentary base on the current state of the sector, as well as its main challenges and opportunities.

As noted in previous reports, the observatory’s name responds to the need to approach the analysis of the sector from the perspective of energy efficiency, the guiding principle of ESCO activity. This concept constitutes the basis on which their business models are structured, focused on the implementation of sustainable energy solutions aimed at improving energy performance and optimizing consumption.

ANESE believes that the development of the ESCO model must necessarily be accompanied by a consistent evolution in the field of energy efficiency. However, companies in the sector face a series of structural obstacles that hinder their consolidation and growth. These obstacles are: difficulties in accessing financing, complexity in formulating and managing contracts, excessive administrative burden, limited availability of reliable information, market distrust, limited outsourcing of energy management, and a lack of adequate tax incentives.

With this new 2025 edition, ANESE aims to contribute to a greater institutional understanding of the ESCO sector and its strategic role in the framework of the energy transition, decarbonization, and sustainability. The report also analyzes the current state of energy efficiency, both nationally and internationally, in line with the objectives defined in the European Green Deal and the National Integrated Energy and Climate Plan (NECP). Its purpose is to provide a clear vision of the potential of ESCOs as key players in meeting these commitments.
